Minister rules out sector's Gift Aid proposal

The Government is against reforming Gift Aid along the lines proposed by a coalition of third sector organisations, according to Phil Hope, Minister for the Third Sector.
The so-called accounts-based system would allow charities to reclaim Gift Aid in line with the proportion of their donors who pay tax.
