Human Rights Act will cover all care homes, says minister

Charities have welcomed a promise from health minister Ivan Lewis that the provisions of the Human Rights Act will cover both private and voluntary sector care homes.
Last year, the House of Lords ruled that the act covered only people in state-run institutions.
