Recycling firms will have to show social benefits

Four local authorities are to take part in a pilot scheme that will require organisations bidding for waste and recycling contracts to provide social benefits, charities minister Phil Hope will announce today.

Medway, Braintree, Leeds and Bury local authorities will include social clauses in their waste and recycling contracts.

"Local authorities can ask 'what else can you do as well as providing the service we are contracting for?', then that goes into the contract as a social clause," said a Cabinet Office spokesman. "Third sector organisations are particularly geared to that kind of thing."

The announcement is contained in Public Services Action Plan: One Year On, a leaflet that Hope will unveil today at the Funding the Future conference, organised by Action Planning, which takes place at Central hall, Westminster, today.

The Office of The Third Sector plans to create an advisory structure to give a campaigning voice to under-represented voluntary sector organisations. The structure will allow voluntary groups to tell ministers what they think about policy issues.
