Top-up fund to meet cost of Gift Aid promise

Charities will have to start claiming Gift Aid at 25p in the pound from 6 April, rather than the current level of 28p, HM Revenue & Customs has confirmed. The Government will set up a separate top-up fund to meet its Budget promise that charities will be able to continue claiming at 28p until 2011.
HMRC said the system would not cause extra paperwork for charities because the top-up will be issued at the same time as the Gift Aid rebate and charities will not need to make a second application in order to receive it.
“We understand some charities have been worried that this will cause extra paperwork and administration for them, but the last thing we want is to burden charities with red tape,” said an HMRC spokesman. “If there’s any extra bureaucracy involved, we will handle it.”
