IoF plans a review of payroll giving

The Institute of Fundraising is to conduct a review of its payroll giving programme for small and medium-sized enterprises, which returned £4m of grant funding to the Home Office.

Bill Lane, joint chief executive of fundraising agency South West Charitable Giving, said the inability to use all the money was due to the programme being delayed and the institute's failure to understand pressures on SMEs.

Tina Steele, payroll giving project manager at the institute, said the programme ran for three months longer than intended. She said: "A lot of research was undertaken, some by Business in the Community, our partner organisation, and some by the institute."

Asked what proportion of the programme's grants went to sole traders who contributed to charity only once, as Lane claimed had happened, she said an extensive telemarketing exercise would be needed to work the figure out.
