Red tape on charity raffles is next target for text campaigner

By Kaye Wiggins, Third Sector, 9 March 2010

Expense and bureaucracy are rife, says Joe Saxton of nfpSynergy

The leader of a charity coalition that has lobbied for a reduction in charges on text message donations is considering starting a new campaign to reduce the level of regulation of charity raffles.

Joe Saxton, founder of research body nfpSynergy and the leader of the text message campaign, told Third Sector he was concerned about the expense and the "extraordinary bureaucracy" involved in charity raffles.

He said he planned to start a research project to find out how much charities were hindered by regulations for raffles, which are enforced by the Gambling Commission.

If the research showed charities were avoiding organising raffles, he would consult other members of the mobile phone coalition and suggest they jointly lobbied the Gambling Commission on the issue, he said.

"It seems to me that there is real over-regulation in this area," said Saxton. "Previous research shows raffles seem to be one area of fundraising that is holding up well in the recession, so this seems like an important issue to address."
