The government must reform its funding of voluntary sector infrastructure because the system is too complex and causes duplication, according to a policy paper from the Liberal Democrats.

The document, by a policy working group set up to determine Lib Dem voluntary sector policy for the next election, says: "There are a number of voluntary sector infrastructure bodies: NCVO, Acevo, the Institute of Fundraising and the Charities Aid Foundation, among others."

Baroness Liz Barker, the Liberal Democrat peer and chair of the policy group, said it would publish proposals by the end of this year, and these would be debated at the Liberal Democrat spring conference in March.
