Wilkes joins the Scottish Refugee Council from the Equal Opportunities Commission Scotland, where he was director. He was previously Scottish director of Carers UK and served as a member of the Scotland committee of the Big Lottery Fund between 1999 and 2003.

"Ensuring access to asylum and protection for some of the world's most vulnerable people is one of the biggest human rights challenges facing us in the 21st century," said Wilkes. "Scotland has a proud tradition of welcoming and assisting those in need, and I look forward to building on the council's success."
