The Big Lottery Fund will outline its priorities for a £740m strategic spending programme for England this week.

According to figures published by the BLF, it will spend these funds – just under half of its predicted income to be spent in England between March 2012 and March 2015 – on four objectives where there is a "compelling need".

Those objectives are: helping babies and very young children from the most vulnerable areas; assisting young people furthest away from the job market; helping adults with complex needs; and older people who are isolated or at risk of isolation.

As part of the overall strategy, funds to target three of these four areas, worth a combined £365m over several years, have already been announced. A significant investment in the fourth – older people – is expected shortly.

Of the remaining income during the next three years, 40 per cent will focus on its two main open programmes, Awards for All and Reaching Communities. Another 10 per cent will be set aside for small funding pots to address particular issues.

Peter Wanless, chief executive of the BLF, told Third Sector that the funds will be accompanied by an extensive evidence-gathering programme that will develop best practice and is intended to inform future government policy.
