ChangeUp gathers speed

A civil servant charged with scrutinising capacity-building projects in the voluntary sector has been seconded to Acevo to run its ChangeUp national support service.
Andrew Denney, an audit principal at the National Audit Office, has been working on the spending watchdog's forthcoming report Building Capacity in the Third Sector, which will examine the Government's programmes to boost infrastructure, including the ChangeUp programme.
He joined the chief executives body this week to run the ChangeUp-funded income-generation national support service. His appointment is for a minimum of one year.
Peter Kyle, deputy chief executive of Acevo, said: "His knowledge of and expertise in government commissioning and capacity building will bring a fresh approach and will be of huge value to the sector."
The other eight national support programmes also began this week, replacing four of the six ChangeUp hubs of expertise (Third Sector Online, 1 April).
Dave Chapman, south west regional manager at umbrella body Bassac, which is leading the collaboration programme, said he was concerned that services were being launched before business plans had been signed off by Capacitybuilders.
"We are reasonably clear on what we will be doing, but the final business planning process has not been completed," he said.
A spokeswoman for Capacitybuilders said that further work to link up the local, regional and national aspects of ChangeUp would be an important part of the planning process, and that it would continue "refreshing" all nine business plans until the end of July.
