Recriminations begin over payroll giving scheme

The Institute of Fundraising has denied accusations that an £8.3m payroll giving grants programme it administered on behalf of the Government was open to abuse.
The institute returned £4m to the Office of the Third Sector when the programme ended in March because it could not spend all the money.
