Infrastructure cash 'is being wasted'

Spending on regional infrastructure is failing to generate benefits for local services, community and voluntary groups in south-west England have claimed.

Groups in the region criticised the administrators of the funds and suggested that money spent on regional infrastructure was being wasted.
