Umbrella body reveals plans to bid for hub replacements

The NCVO is considering submitting bids to run six of the nine new national support programmes under the revised ChangeUp infrastructure programme.

The umbrella body has a hand in four of the six current national hubs of expertise, which will be replaced by the national support programmes in April 2008.

Ben Kernighan, deputy chief executive at the NCVO, confirmed the areas the organisation was considering bidding for.

He said: “We are in discussion with a range of partners and are considering bids to lead the following national support services: campaigning and advocacy, collaboration, income generation, leadership and governance, performance management and responding to social change. We have not made a final decision about which bids we will definitely be involved with.”

Other organisations have also begun to reveal their bidding intentions. Helen Rice, director of learning and development at the Directory of Social Change, said the DSC had ruled out bidding to run any of the nine programmes.

“We are not personally planning on leading in any of the programmes,” she said. “We do not feel that it is right for us at this stage.”

But she revealed that the organisation had been approached by others to be part of a joint bid and could still be involved in some capacity.

Acevo has also confirmed it would be interested in bidding, but declined to reveal any precise details.

Seb Elsworth, head of policy at the chief executives body, said: “Acevo will of course be interested in areas that will be appropriate to our chief executive members. We will be keen to work in collaboration and form effective partnerships.”

Interested bidders must submit expressions of interest to Capacitybuilders, which oversees the infrastructure programme, by 7 November.

A total of more than 100 people attended four information days for potential bidders held over the past three weeks. Capacitybuilders added two days because the first two were oversubscribed (Third Sector Online, 8 October).
