Charities question 'compulsory' volunteering

Volunteering charities have warned the Government against proposals to penalise 16 to18 year-olds who don't stay on in education, take up an apprenticeship or volunteer.
The proposals, outlined in today's Queen's Speech, could damage the relationship between voluntary organisations and young people who would, in effect, be forced to volunteer for them, it also claimed.
