NGOs focus 'too much' on donors

NGOs focus too much on accountability to donors and governments, to the detriment of beneficiaries, the One World Trust has argued.

Although its report focuses on southern-hemisphere NGOs, author Robert Lloyd said the lack of accountability to beneficiaries was also a problem for northern-hemisphere organisations.

He said : "NGOs' accountability to their beneficiaries is shaped by moral imperatives, which provide scope for interpretation and are determined by the organisation itself."

The One World Trust will publish its Global Accountability Framework in September.
