Scotland to control distribution of Lotto funds after merger

Scotland could be set for its own national lottery distributor.

The forthcoming merger of the New Opportunities Fund and Community Fund provides the opportunity for devolved giving.

The Scottish Executive stated this week that it wants "a Scottish Committee of the new body with Scottish ministers having relevant powers of appointment".

"If the executive's proposal is accepted, Scottish ministers would issue directions to the body for its operations and strategic plans," said a spokesman.

The Scottish Council for Voluntary Organisations will discuss the proposal with Culture Secretary Tessa Jowell before next month's White Paper on the merger.

Lucy McTernan, director of corporate affairs at SCVO, said that policy for lottery funds north of the border must be set in Scotland.
