Welsh government investigates Cylch over alleged financial irregularities

An internal audit team from the Welsh government is examining the accounts of the recycling and reuse membership body

The Welsh recycling charity Cylch is being investigated by a Welsh government internal audit team over alleged financial irregularities.

The Charity Commission is also looking into the possible loss of charity funds at Cylch and whether conflicts of interest were properly managed. But the commission said it had not opened a formal investigation.

Cylch is a membership body for more than 70 recycling and reuse charities in Wales. It had a turnover of £3.4m in the year to March 2011. Most of its income came from a small number of grants from the Welsh government.

A commission spokeswoman said: "We have been contacted with concerns about the charity. We have examined the accounts and are in contact with the charity to discuss these matters. We are also in contact with the Welsh government as the charity’s main funder."

A Welsh government spokeswoman said: "There is an internal audit investigation progressing at present and it would therefore be inappropriate for us to comment further at this time. We await the findings of the investigation, which is expected to conclude early this year."

Mike Croxford, chairman of Cylch, said that he expected the Welsh government investigation to finish in February. "Until that point there is little I can say," he said. "We're cooperating fully with the investigation."

He said that the previous chief executive, Mal Williams, had resigned in December, but that this had been announced a year ago, and that Williams is now a trustee of the charity.
