The charity, which has previously awarded grants only to organisations that applied, is launching a £2m programme with the Hunter Foundation designed to help young people who are not in employment, education or training. The money will be shared among five organisations that have already been identified over the next three years.

"Our review last year identified the need to go beyond responsive grant-making and to be a catalyst for developing and delivering sustainable solutions," said a spokeswoman for Children in Need.

The charity intends to develop programmes to tackle problems that are not being addressed, she said.
