Cipfa publishes guide on commissioning

Advice for charities and public sector

The Chartered Institute of Public Finance and Accountancy will this week launch a guide to improve commissioning practices for public sector commissioners and third sector organisations.

The guide, developed for Cipfa's charities panel, looks at the problems public sector commissioners face when they are dealing with charities, and how closer relations between the two sectors can be developed.

It also looks at how commissioners can decide whether to offer grants or contracts, how the transfer of staff between organisations should be handled and how to make sure that charities remain independent and able to contribute added value to the local community.

"We want to help third sector organisations and the public sector work more closely together and understand what each group needs from the other," said John Maddocks, technical manager for sustainability and the third sector at Cipfa.
