DSC attacks Destination 2014

ChangeUp is in danger of being "annexed by the Government", according to the Directory of Social Change.

The DSC, the latest sector body to join the debate about Capacitybuilders' Destination 2014 programme for ChangeUp, said some of the proposed targets were "outrageous".

Ben Wittenberg, head of policy and research at the DSC, said: "These proposals suggest that ChangeUp's driving force is the improvement of sector infrastructure so that it can support the Government's public service delivery agenda, not the wider benefit of the sector and society as a whole."

The DSC said it was opposed to several Capacitybuilders performance indicators, including the target that 40 per cent of sector infrastructure bodies should be involved in promoting service delivery in government priority areas.

"We questioned the rationale for ChangeUp at the outset," said Wittenberg.

"The starting point just doesn't seem right."
