In April 2000, the Government ran a reception at Lancaster House to launch, or rather re-launch, payroll giving.
The men from the Treasury were baffled as to why the chance to donate an amount of your own choice to a charity of your choice in an easy way hadn't taken off. They were speechless to hear many in the sector rubbish it as "too technical
and doomed to failure.
Convinced they were right, they added an additional 10 per cent to the already tax- efficient system to encourage this form of giving.
Recent data shows they were right, with figures on course to reach £100 million by April 2003. This date is significant because this is when the 10 per cent top-up donation is due to end. We are asking that this incentive remains and becomes permanent.
To date, 2 per cent of the UK workforce give through the payroll, while in the US it is 35 per cent. Keeping the incentive will help but charities also need to do more to embrace payroll giving. Because of the need to use payroll agencies, many charities allow themselves to be one step removed.
In some instances, the donors are not even acknowledged or thanked. This is daft.
