John Tizard has been elected the next chair of the local infrastructure body Navca.

Tizard, a strategic adviser and founding director of the Centre for Public Service Partnerships, will take over from Caroline Schwaller at the Navca annual general meeting in December, when she will have completed the maximum of two three-year terms.

Tizard beat Rita Chadha, chair of Barking and Dagenham CVS, in a vote of Navca members to decide who would take up the role.

Chadha tweeted this morning that the result of the vote was 38 to 36 in Tizard’s favour.

Navca, which has 196 members, said the turnout in the election was almost double that of the previous election of Schwaller as chair in 2015.

Tizard is a former county council leader and was director of the disability charity Scope for 20 years until 1997, according to his LinkedIn page.

He was a Navca trustee between 2010 and 2016, during which time he was vice chair twice, and was an adviser to its board from 2016 until this year.

He said in a statement he wanted Navca to "fearlessly champion local infrastructure" and campaign for social justice and equality, and for an end to austerity.

"Community social action is more essential today than ever," he said.

"It drives change, offers hope and delivers practical outcomes for communities.

"It requires a vibrant local voluntary and community sector supported by strong local infrastructure bodies, which in turn benefit from an effective national infrastructure body. That is Navca’s role."

Schwaller said Tizard would bring "considerable expertise and experience to bear for the benefit of our organisation, our members and, above all, for the communities that we are all here to serve and support".

Tizard will take up the role at the Navca annual general meeting in Sheffield on 6 December.
