The sector must campaign strongly to get a charities bill, a senior civil servant at the cabinet office said last week.
Simon Morys, who is leading the Strategy Unit review, said: "We won't get a bill unless we campaign hard for one." Speaking last week at a conference organised by fundraising and recruitment consultancy Action Planning, he encouraged the sector to respond to the review.
"Everything really is lost if we don't get a bill. There are a few things that can be done without legislation but that's not really going to hit the heart of what the review is doing," Morys said.
NCVO has been campaigning for such a bill and has sent 3,000 copies of a document to members and other networks explaining why it is needed.
A spokesman at NCVO said: "We hope the whole sector will get behind us to push for this bill."
