Two ChangeUp decisions postponed

Capacitybuilders has decided against appointing organisations to lead two of the nine new ChangeUp national support programmes, saying greater clarity is needed.

The organisation, which runs the ChangeUp infrastructure programme, has unveiled the list of winning bidders for the services that will replace the hubs from April 2008. Among the winners are the NCVO, Acevo, the Women’s Resource Centre and the Media Trust. Full details are given below.

However, Capacitybuilders revealed that two programmes – collaboration and responding to social change – needed more work before lead organisations could be appointed.

“The range of proposals coming forward for the collaboration and responding to social change work streams suggested the need for more clarity around focus and priorities, ensuring investment delivers tangible outcomes,” said Simon Hebditch, chief executive of Capacitybuilders. “Further work will now be carried out internally on both of these areas.”

Capacitybuilders will work with the five organisations that bid on the collaboration programme with the aim of appointing a lead organisation in December. This is so the programme can get under way with the other seven new strands in April.

But any decision on the responding to social change programme is likely to be delayed until January, meaning it is unlikely to launch at the same time. The work may have to be put out to tender again once the issues are settled.

The NCVO has been asked to lead two of the seven work streams that have been awarded. It will run campaigning and advocacy and leadership and governance. But the umbrella body lost out to former partner Charities Evaluation Services to run the performance management strand. The NCVO works with CES to run the current performance hub.

The Women’s Resource Centre landed the most hotly contested work area, equalities and diversity, which attracted 26 bids.
Contracts with the winning organisations will be signed in February or March.
